Report a translation problem
Note that the tile must be adjacent to a tile the city already owns, and must be within the 3 tile radius that citizens will work.
Doing this will in every way make that tile belong to the city it's swapped to, including if the city is captured or razed (so if someone forward settles you it's possible to swap out some tiles before burning it down and you get to keep those).
Is it because I have just captured the city from an enemy (and still at war).
I really hope I can toggle the tiles again, because it looks like if I give the city back, they will take my wonder - which was originally in my city, but now is highlighted in the enemy city.
You have to have the city ceded to you after a war. If a city is still occupied, you will be unable to switch that city's tiles. This is to prevent taking a city, swapping all of the useful tiles, and then giving it back.
