For some reason I can't build it. I have my city, I have a camp improvement, I have free space next to the camp improvement, and it will not allow me to construct the wonder???

If the AI built it already, or you started the game after the Medieval era, you won't be able to build it.

Neither of which is the case, it's still the ancient era and nobody has built it yet

Oh I see now. You haven't researched Mining. You have to be able to cut down trees to build on that spot.

Remember to mouse over those Star symbols on the early techs, It will show you what unlocks with what.

Ok, so I completed mining and cleared the forest from that tile. I still can't build the temple.

Nevermind, aparrently a reload of the save did the trick
