Edit: I just started a game with the R&F rules set, to confirm, and Religious Settlements does not mention a free settler. So, it is intentional that GS is required.
I was awarded a free settler as a result of that choice.
So, I can say with confidence and from personal experience that Religious Settlements has not been changed (yet), and that anyone who is playing with the Gathering Storm rules set and not getting a settler from it is experiencing some sort of atypical bug, possibly as a result of a mod. (Edit: Or is playing with a mod that deliberately changes Religious Settlements.)
