Did they remove religious settlement giving a free settler?

I have the same problem. I saw an exploit vid from spiffing brit, about free settler spawning. Went to see if it works in civ 6 vanilla (no gathering storm dlc) but pantheon just gives raw buff, no settlers. Did the shadow patch this or is it a gathering storm feature?
I believe that the free settler is a feature of Gathering Storm. If you are playing without GS enabled then it is intentional that you do not receive a settler when you select the Religious Settlements pantheon.

Edit: I just started a game with the R&F rules set, to confirm, and Religious Settlements does not mention a free settler. So, it is intentional that GS is required.

Check in the Civilopedia under Religions, in the Pantheons section. The entry on my system states that a settler is granted. If you are seeing something different or not getting the settler then something may be different for you; for example, you might be using a mod that changes how that pantheon behaves.
Just to triple-check, I created a game using GS rules set and Indonesia, founded a city next to a lake for the +2 faith per turn, got the first pantheon (I assume), and selected Religious Settlements.

I was awarded a free settler as a result of that choice.

So, I can say with confidence and from personal experience that Religious Settlements has not been changed (yet), and that anyone who is playing with the Gathering Storm rules set and not getting a settler from it is experiencing some sort of atypical bug, possibly as a result of a mod. (Edit: Or is playing with a mod that deliberately changes Religious Settlements.)

wait, what's religious settlements?

I could've sworn it's the one that makes every city you settle start with your religion, which isn't a pantheon belief.
