Don't count towards District cap:
- City Center
- Canal
- Dam
- Aqueduct
- Neighborhood
- Spaceport
Do count towards District cap:
- Campus
- Holy Site
- Theater Square
- Encampment
- Harbor
- Commercial Hub
- Industrial Zone
- Entertainment Complex
- Aerodrome
- Government Plaza
- Water Park

But not to me
Spaceport does count towards district limit.
Tested and confirmed it does need a slot.
Only "green" sectors do not count.
I made a point of looking for that situation, because of this thread. I expected the spaceport to count toward the limit, but I wanted to confirm that before commenting. To my surprise, it did not seem to be limited. So, what I'm wondering now is, what method did you use to test and confirm that it does count toward the limit?
I would have thought it might make sense for Spaceport not to count towards District limit, since, if one was going for a Technology victory, one would be screwed if one didn't have available District slots to build them.
edit: just read in another thread you may be playing vanilla version, not gathering storm. That may explain the discrepancy.

I own the full game but as I only got around to playing it a while ago.. I wanted to first do vanilla before jumping to the expantions..
I must say I am not fond of these different rulesets between the versions.... Why not Just add things without changing what was already there.
