Which Districts count towards a city's District cap?
Here's a list of Districts.

Don't count towards District cap:

- City Center

Do count towards District cap:

- Campus
- Holy Site
- Theater Square
- Encampment
- Harbor
- Commercial Hub
- Industrial Zone

Don't know:

- Canal
- Dam
- Entertainment Complex
- Aqueduct
- Neighborhood
- Aerodrome
- Spaceport
- Government Plaza
- Water Park

Green Districts (Canal, Dam, Aqueduct, Neighborhood) are the only ones that don't count.

I don't know anything about canals and dams (I have the vanilla game) Aqueducts and neighborhoods don't count, and I'm pretty sure spaceports don't either.

I just tried Government Plaza out in-game and it counts towards the cap.

Plaza, Entertainment Complex, Water Park, Aerodrome count towards population limit. The rest in your "don't know" list doesn't.

Tested and confirmed it does need a slot.

Only "green" sectors do not count.

Are you sure the spaceport counts? I ask, because in my last game I had a city that couldn't build any more specialty districts (it had two or three, but because of size was not able to build any of the ones it didn't have) and yet it did have the option to build a spaceport.

I made a point of looking for that situation, because of this thread. I expected the spaceport to count toward the limit, but I wanted to confirm that before commenting. To my surprise, it did not seem to be limited. So, what I'm wondering now is, what method did you use to test and confirm that it does count toward the limit?

Interesting. I'll be building a Spaceport soon in my game.

I would have thought it might make sense for Spaceport not to count towards District limit, since, if one was going for a Technology victory, one would be screwed if one didn't have available District slots to build them.

No, it does not count toward district limit. Maybe the city in which you looked to build one had only hill terrain? It can't be built on hill tiles.

edit: just read in another thread you may be playing vanilla version, not gathering storm. That may explain the discrepancy.

You can definitely build a spaceport if you're already at your district limit. Basically so you don't accidentally screw yourself out of a science victory. I'm not sure whether if you build one when you're not at your district limit it adds to it though?

I own the full game but as I only got around to playing it a while ago.. I wanted to first do vanilla before jumping to the expantions..

I must say I am not fond of these different rulesets between the versions.... Why not Just add things without changing what was already there.
