Rise and fall civs in standard rules
Is it possible to play with the rise and fall civs but use the base game rules, so no governors etc. I haven't bought rise and fall yet just considering it.

You are not missing much in fact the game feels more cheap to me. IF you like playing threw the ages quickly you will not like the expansion if you like playing threw the ages slowly you will not like the expansions. You will only be kool with the expansion if you like how you need to be more careful how you expand your empire and like a normal progressiong threw the ages. Not too fast not too slow.

I prefer slow as i like the earlier ages more and want to enjoy each age correctly. A problem civ has always have. As most of human history is in the early ages and you must admit a 1000 year war sounds like nonsense.

I still find this game the most weak of all civlization to the point i have gone back to play older ones to acually know what it feels like to play a real civlization game. They still will not fix the weaker civs in the game makeing it pretty unbalanced as some civs have cheating bonuses almost while others are no better thne a civlization with no plus at all.
