Legacies in Rise and Fall?
I can't see them. Do they still exist?

What are "legacies". I don't have Rise and Fall, so I couldn't tell you anyway, but I don't know what the word means in this context.

Pre-Rise and Fall, if you had a government for a long time some of its perks remained even after you changed to another government depending on how long the previous govt lasted. You might keep a 7% great person bonus for example. These were legacy bonuses. However, in R&F they seem to no longer exist. Teddy Roosevelt had a perk involving legacy bonus, and in R&F that perk has been changed to something else.

Legacy bonuses aren't automatic in R+F. They are instead a policy card, available after you switch away from a government type and build a government building of the same tier as the government type. Tier 1 is autocracy/oligarchy/classical republic and the tier 1 government plaza buildings are ancestral hall, audience chamber, and warlord's throne. It doesn't matter which of the 3 you build. Tier 2 and tier 3 work similarly.

That was my impression, that the buildings offered had nothing to do with your old government, because at some point I was offered all of them. They are merely something you get for changing government, no matter what the old one was. I liked the legacy system better. The government plaza buildings are powerful, but they don't really reflect anything, even though some text appears somewhere saying that your old system will not be forgotten or something like that.

Like I said, the buildings give you the ability to use a policy card from your previous government. The buildings themselves are totally separate from the government you choose to use.

And that change sounds like another reason not to get Rise and Fall. Good grief. The legacy systems from past government types carrying over, and based on how long you were in that prior type, was a good design. Getting rid of it, that's a shame, and a motivation not in the way Firaxis probably wanted (since it chases me away instead of inticing me to buy). Ugh. Oh well, still got Civ6 and the Deluxe (all DLC except Rise and Fall) to keep me entertained...

OK I get it, the govt building itself is generic you choose from 3 choices, and in doing so with whichever of the three you chose, you get a card that gives you part of the perk you had from the previous govt (for example +1 housing per wall level from Monarchy). You don't get the perk straightforward but only if you choose to place that card in the wildcard slot. Which isn't too good as you usually have better things to place in the wildcard slot.
