Can nukes outright destroy cities?

Nukes bring the health of the city to 0 and damage all builder improvements within the blast radius. The city still exists, but it is affected with radiation, so it can't heal until the radiation is gone.

I nuked once, it killed like 5 units and damaged maybe 3, and City health was down to zero.

You can edit the nuke files to completely destroy the map if you want too. Made a nuke that had a radius of 20... needless to say after some lag it was a world war only no one had troops or population but their cities and land was perfectly intact. So after 1 nuke i was able to move in and take over everyone with no resistance or fallout or need to repair anything.

Is there a mod that allows nukes to actually destroy the cities?

you can take the city with melee units and chose to destroy the city

Yeah I know but sometimes I just want to wipe the other guy off the map no ground invasion necessary.
