City Park with Liang not working

My capital is on a River (which is WATER) and the City Park upgrade is not appearing. Did they mean to say my city has to be on the Coast? Or is it not working? Damn, I spent a Governor upgrade on that crap. Any help would be appreciated.

Liang seems bugged for me too. I'm trying to build a fishery. She's got the upgrade/promotion to do it, the city where she's assigned is coastal, and I can't see where the option to build a fishery would be. City build menu? Nope. Something under the governor's profile in the left pane/city notes? Nope. Can she move like a great person to the tile? Doesn't look like govs can walk around, so nope. City establishment needed? Left pane menu says she is already established in the city (That may be your problem? ^ ? to wait a few turns?) so Nope. Is the fishery something that only appears in the harbor district (which I haven't built yet?) I don't think so since I found someone else's reference somewhere online to "spamming fisheries" around a city so probably not. Am I missing a technology? I already have "Sailing" and the civilopedia says that's the prerequisite tech. So, Nope. Anyway, I can't find documentation about how to find the option to build a fishery with the governor. I spent my upgrade on her specifically for that too. >:(

I can help with that. You can make the fishery with a builder. Oh WAIT!!! Maybe I need a builder to build the City Park!! Oh, I am on a river. You know what, I bet it meant to say Coast tile and not water!!! I think.., anyway, I solved your Fishery problem.

Okay, it is the builder and it can be a river. I am Cree, so the recommended thing was the Mekewap. I did not see it. And the UI does not tell you that you get an extra AMENITY, which is HUGE! Man, I love this game!!!!!!!!!!!!!!!!!!!!!!!!!

Yes, I believe both those abilities calls Fishery and Park an Improvement, which means it is a tile improvement made via Builders. Not the clearest I suppose.
