How do I snag an enemy city that just rebelled without conflict?
Title says it all. A neighboring civilization's city just rebelled since they couldn't control the populations loyalty, how do I abtain that city without conflict, without attacking it. I don't want to risk losing my units as of right now, and would just like to snag it by having the free city ask to join my nation. I've seen it done just a second ago by another AI civilization. I know it can be done. Has anyone done it just yet, and care to explain how I can replicate that? Thanks!

The mechanic is all about Loyalty Pressure. It's entirely possible you're going to get that city just like you want, if you have a couple decent cities in the vicinity already, and do nothing. They'll exert pressure on the Free City and convince them to join. (mouse over the Loyalty indicator in the city nameplate and it will show you how long until it decides). If your civ icon is flashing underneath the city, you're the one exerting the most pressure, and you'll be the one to get it.

If you have a city with an Entertainment District close enough, you can run the Bread and Circuses project to help increase Loyalty pressure and make them decide more quickly.

One of the Governors is also good at sending pressure to nearby cities. If you have her and have the promotion, moving her to a city close enough will flip them faster.

There are also policy cards and other Great People and Governors that might help, but I'm not familiar enough with all of them yet.

Can you remove that Free city if you want? I mean, conqure it with units to raze it?

Yes you can. The two options that you've got is either attacking the free city by force, and taking it for yourself by force, or exerting loyalty pressure on the city and take it with time. You can choose to raise the city if you take it by force, but I do not think you can raise it if you happen to get them to ask you to join your civilization.

I did take it by force, and the option for razing it was grey.

It wasnt a capital and I wasnt at war with anyone. So you should be able to raze these?
Maybe I just got bugged that time?

I just had a city go straight from somebody else I'm allied with to being mine, just keep pumping them with loyalty and eventually they'll see the light

On a side note, the AI is doing something crazy in my game: They plop down a city like 5 hexes away from my city; my huge city. Usually, they are so close, they don't even have room to expand even 1 hex toward me.

Of course, the city goes neutral very quickly, but if I take it, I can't seem to raze it; and if I take the AIs city before it rebels, I get huge WM penalties.

I don't want a 7 hex city "inside" my 14+ hex cities, but there seems to be no good way to remove them.

This is exactly what happend to me and I couldnt raze the damn city either.
I wonder if this is just a bug, because there is an option to raze it if you take it by force, but its greyd out.
