Would you buy a new house without even looking at it?
Would you buy a new PC without knowing its specifications?
Then why the heck do you buy a game without reading what's included in it?

Now for the actual answer.
You don't have access to the expansion because you haven't bought it. The deluxe edition Civ6 you bought included the soundtrack and the first 4 pay DLC to be released. You actually got 6 because of regional price issues. It didn't include, and never claimed to include any expansion.
The problem is the origional description for the deluxe addition was a little missleading to some. It said:
"Expand your empire further with the Civilization VI Digital Deluxe which includes the full base game, the 25th Anniversary Digital Soundtrack, and access to four post-launch DLC packs that will add new maps, scenarios, civilizations and leaders for a bundled discount."
To most they thought this would include any expansions as they are dlc. But istead they got a few civs instead. It was just a bad description. It is like buying a house and finding out later that it has asbestos.

It details exactly what you are receiveing. There is no misleading going on.

Does that describe a major expansion.
Also this is the 7th addon to the game. You even got 2 extra dlc after they changed it to 6.
Nothing is going on here except people not reading and trying to blame others for it.
Okay reading the comments it seems I'll have to buy the new expansion. Doesn't matter and thanks for your replies.
Because expansion =/= DLC. I know a lot of people try to use the terms interchangeably these days, but they're wrong. Think of it this way: An expansion is a side dish to a meal. DLC is garnish and condiments.
No, it's assuming people have a grasp on the proper terminology that predates the very existence of DLC.
This pretty much applies to everything. I know this can be annoying, but after a while you start doing it automaticaly and it has prevented me from some akward situations.
It were 6 dlc packs that came with 7 civs and some scenario's. The deluxe was also always clear you were getting minor things. Not expacs. Plus it only cost 20 bucks extra, of course you are not getting 6 dlc and 1 expac for that.
To me it seems more like buying a house that was advertised as "deluxe, central location in a major city, with close access to many services".
You don't inquire about which city we are actually talking about(for...some reason) and then, after you move in, you complain because the house is not close to the beach.
Of course it's not on the beach! It is downtown in a major city!
Ok, sure, there's a few "major cities" that have beaches close by their downtown...but the vast majority do not. There's really no reason to assume you're moving close to the beach unless you've specifically been told that the house is in Miami Beach or Dubai or...I don't know...Honolulu?
In the same way, when you are promised a few "DLC packs" with "new maps, scenarios, civs and leaders", there's really no reason to think of an expansion unless it has specifically been mentioned...which it hasn't.
Also, you only have to look at the already-established predecessor, Civ5, to easily see what it meant by "DLC". There have been plenty in the same league as Civ6's.
The description wasn't misleading in any way, unless you were not really thinking at all when you read it.
