Nope, all players involved need to have the Rise and Fall expansion to be able to play that.
you can however put the ruleset to standard game and play the vanilla game with them.

Can you not disable the Rise and Fall Ruleset? I accidently started a game after the dlc and it was the same as before the dlc because I loaded a saved set up configuration, Seems like I would be able to use that same type of set up in an mp game. It doesn't even give the option of the newer civs, you have to have the official 'mod' enabled and then also use the ruleset RnL.

I haven't tried but RnL seems to be more of something that can be disabled if needed be. I also loaded a game I started after yesterday's patch but before the dlc. It came up just fine but didn't impliment the new RnL features.

I figure donald knows better but when I saw that the first thing I thought of is that it would make sense to set that up to play with those that don't have the dlc yet.

thats sad, but thanks for the answers. Guess I'm too used to stellaris, where only one person needs the dlc.

Sure disabling the DLC works as well. But then you might have to get in a habit where you have to disable and enable quite often.

While if you just let it enabled and select the appropriate ruleset, it behaves the same, but seems more convenient to me.

TBH, I think any 4X game should do it the way Paradox dose theres. It lets players get to have a go of DLC stuff before they buy it. I half expected Firaxis to follow that line of thinking.

On the other hand, with the amount of DLC the average Paradox game gets, it gets very hard to require all players to have the same DLC, it might be done out of necessity.

Don't ♥♥♥♥♥♥♥♥ donald. Civ 5 has just as much DLC as the average Paradox game.

lol no

Paradox does this because they do release a lot of expansions. Civ5 had two expansions and some DLCs adding new civs, maps or scenarios.
CK2 has 17 expansions and a bunch of DLCs adding portraits, flags etc.
EU4 has 13 expansions and a lot of DLCs adding units, music etc.

Their other games won't stop getting new expansions either.
Civ games generally have 2 expansions.

Now the reason Paradox does this isn't that they are forced to, but that they chose to do it and design their DLCs specifically so it is possible. Each new expansion comes with a lot of free stuff that even those who don't own the expansion will get.
Civilization's expansion model is quite different, as those who don't buy the expansion get 0 new features when it is released. However the expansion has much more content, despite also being more costly.

The problem there was that every DLC, including the minor ones which added additional factions or Single Player only scenarios all counted. Meaning that if you happened to have one that the people trying to join didn't then it wouldn't work at all. The way Paradox has been doing it seems like the best overall solution since it removes much of the incompatibility.

I know this is rather late but that just bothers me.

And the way Civ6 does it is that the little DLC doesn't require everyone to own it in MP, but the major expansion (and presumably it will be the same for GS) does.

What archaic DLC policies, Paradox might spam out DLC but at least you only need 1 player to have them all...
