So I went into my mods settings to see if disabling and re-enabling the DLC will work, it didn't so I went into the community mods and deleted a couple.
Turns out that the DLC isn't compatible with some mods, mess around with that and you might be able to play the game!

However, if I go the the library page for Civ VI, the DLC list does not contain "Rise and Fall", and I can't get the game to download the expansion. Restarting Steam, or even the computer, does not change anything, nor does reverifying the game files.
Chil out dude. Lets wait and see what the devs do about this. I am betting it's just an over site and the devs will say Oops and then they will fix it.
