Standard game at $23, Digital Deluxe at $32, Rise and fall by itself at $27, and all DLCs $65
Standard game with all DLCs - $88
Digital deluxe (includes 6 out of the 7 DLCs) + Rise and Fall - $50
Right now it's actually a great deal for Digital deluxe and Rise and Fall combined. For $50 that saves you $10 from the base game and over $70 in DLC currently in the game. But since you have already bought the base game you can't take advantage of the great offer, and I think there needs to be a DLC to have the ability to upgrade to a digital deluxe, would be nice if Firaxis and 2k could do that. Hopefully at some point the DLC will at last be on sale. Rise and Fall is currently 10% off right now.
The bottom line is: if the price is higher than you think the product is worth, then spend your money elsewhere until the price falls to match your expectations.

That's not what I am saying. What I'm saying is that it doesn't make sense that someone now can buy the base + all DLCs for cheaper than those who bought the base game when it was launched. It makes sense that DLCs would be discounted as well.
It would be equivalent to those who have base game Civilization 5 would be unable to buy the Game of The Year Edition and instead would need to buy all the DLCs at full price, while everyone else could buy the GOTY edition with all DLCs and base game for far cheaper. At a point in time, everyone should be able to get the same deal.
That's the problem, none of them are ever on sale. Even when someone who doesn't have the game can buy all of them for far cheap then those who bought the base game for the full price.
The bottom line is those who bought the game on launch, therefore showing faith in the product and helping pay for future DLC are getting the short stick on this deal. I honestly never buy games on launch day because they are either buggy or will be cheaper very soon. I trusted Firaxis in this one but got disappointed.
You can get upset about the fact that someone else gets what you think is a better deal than you can get, but it won't change anything.
Of course it will, Take-Two and Firaxis will only know there's a problem when people say something about. Otherwise they will just take our money and be happy with it.
It's like when someone buys a brand new Tesla for the full dollar amount. A year later, Tesla releases a cheaper version of the same model, but with extra accessories costing 40% of the price. You then want to buy those extra accessories, but have to pay premium for them, even though you have the same base car and the accessories are exactly the same. Why? Just because you bought the car first you then have you pay extra? What sense does that make? Yes, I used the car for a whole year, I'm not asking for a rebate, I'm only asking to buy accessories for a base model at the same price as new buyers are buying them.
