Royal Society does not appear to work
I have tried every trick I can think of about 8-9 difrerent times, I cannot get this to work. The Worker icon has nothing to indicate it works (Montezuma's workers can complete District thing, and I know how that works). If anyone knows the "trick" to get this to work, please let me know. Thank you,

First time I've ever used Royal Society just now and yeah, it doesn't work for me either.

Only works for city projects, right? Try working on a campus research grant and moving a builder onto the city center. Then you should see the gear+ icon like for Montezuma's district ability or China's wonder ability.

Oh, the key word being projects. I keyed in on the "district" and assumed it was like the aztec builder ability.
Yes it does work on district projects for me at least. And it gives absolutely awful return for your investment. I built a 7-charge builder and used it on a project to give me a whopping 76 production... for a builder that cost 158 production. And of course, all 7 charges are gone since it says "use ALL of a builder's charges" Ehhhh now I want to reload my game before I built the Royal Society because that's just awful.

It's only good for space projects. As long as you don't build the builders in the city you have the spaceport while the projects are already unlocked, the production you spent on the builders doesn't matter since all that matter by that point is the projects. It's an indirect way to transfer production from other cities to help in the project (produce the builder in other city), start working on it before you unlock the project or even turn gold into production (buy the builder). I wouldn't go for other building of I'm trying to win scientific.

For Space Race projects - well, yeah every little bit helps once you're down that path and that close to winning I wasn't at that point in the game I have going so I didn't think about that.

To make sure I understand, this only works on Space Projects? I do not think I know what "city projects" are. Thank you very much.

No, "District Projects" are any sort of production you can set after you build a district. At the very bottom of the production menu there's a section labled "Projects" You can build "Holy Site Prayers" after you build a Holy Site in that city, or "Campus Research Grants" or whatever after building a Campus district. If you select one of these projects (which, of course, includes any of the special victory condition Space Race projects you alluded to) in a city then move a builder onto that district in that city, you can then add production to that project.

The description say district project, so it should work on any project, though it seems like a waste to use for other projects, unless you desperately want great people points. IIRC you need to use the builder on the district that project belongs to. It's either that or the city center.

It's a way to push forward the science victory, all the last tier of government buildings are meant to help close in the last stage of your chosen victory

This tool can be prretty beneficial when you're working on a science victory. In the game I am just now finishing, each builder charge is generating a two to four turn jump on the various space projects. Since I'm spitting out "six-charge" builders (policy card and Governor Liang), each one of those builders can complete a space project in about five or six turns. So one builder pretty much equals one entire space project unit.
Seems like a pretty decent return to me.
