How do you win a Cultural Victory?
I tried a Cultural Victory but even with everything seemingly being in my favor the game hs gotten to the point where I don't think I can win. I've got wonders, open borders with everyone, I have not been in any wars and I have an entire continent to myself as austrailia. I've got theater districts in almost every city. Yet Mapuche is beating me in culture, even with my great works. So I'm asking if anyone knows a list of things you must do to win a CV.

You dont need culture per turn, you need tourism.
Cards that boost tourism. Improvements that boost tourism, national parks are a must have, they attract tourists like flies to a dung heap.
Theme museums if you can.
Open borders doesnt help, there is however a card that amplifies tourism if you have a trade route with another civ.
trade for grate works / relics to get a themed museum, or heck use spies to steal works of art (dont use a virgin spie, have it train on siphon funds first, untrained spies always fail stealing art)

This video p.much explains it.
Your civilizations domestic tourists = lifetime culture accumulation (with some formula don't remember it)
Your civilizations attracted foreign tourists = lifetime accumulation per turn (again with some formula how much you need PER foreign civ)
Culture victory = your attracted foreign tourists via your lifetime accumulated tourism (every tourism point is equal, until religious tourism starts to lose its appeal with rationalism, PER civ aka there is an independent formula for every enemy civ in the game from which you can attract those foreign tourists) HAS to be higher than the other civ who has the most domestic tourism.

Important note: SURVIVING civ. If you kill off a player then they don't count any more (which also loses you the tourism towards that civ). If there's someone with a LOT of domestic tourists then getting rid of them can make a cultural victory easier by lowering the threshold you need to meet (though it reduces the number of foreign tourists you'll have because they aren't providing any more). As a corollary, killing off someone with few domestic tourists makes cultural victory harder, because you can't mooch foreign tourists off of them any more, and it doesn't change the threshold for victory. MOSTLY killing them off won't change that though, and may let you steal their tourism generation.

Offer 250 to 400 gold for each great work that isn't yours. It'll increase your tourism and decrease theirs

I once traded one book (Frankenstein) to Kongo's entire art/music/literature collection.

Note the tooltip I have moused over on the Culture Victory screen. You get a bonus when they have Open borders. In a perfect world, you'd get Open Borders from them while keeping yours closed, so you speed up your win while slowing theirs, but that doesn't matter too much in the long run.

I can also recommend this guide to culture and tourism. https://forums.civfanatics.com/threads/culture-and-tourism-guide.606389/ It's maybe a little more than you're after, but it does give a nice explanation.
