Cards that boost tourism. Improvements that boost tourism, national parks are a must have, they attract tourists like flies to a dung heap.
Theme museums if you can.
Open borders doesnt help, there is however a card that amplifies tourism if you have a trade route with another civ.
trade for grate works / relics to get a themed museum, or heck use spies to steal works of art (dont use a virgin spie, have it train on siphon funds first, untrained spies always fail stealing art)

Your civilizations domestic tourists = lifetime culture accumulation (with some formula don't remember it)
Your civilizations attracted foreign tourists = lifetime accumulation per turn (again with some formula how much you need PER foreign civ)
Culture victory = your attracted foreign tourists via your lifetime accumulated tourism (every tourism point is equal, until religious tourism starts to lose its appeal with rationalism, PER civ aka there is an independent formula for every enemy civ in the game from which you can attract those foreign tourists) HAS to be higher than the other civ who has the most domestic tourism.

Note the tooltip I have moused over on the Culture Victory screen. You get a bonus when they have Open borders. In a perfect world, you'd get Open Borders from them while keeping yours closed, so you speed up your win while slowing theirs, but that doesn't matter too much in the long run.
