What are rule sets?

Hey folks, looking to get Civ 6, the last Civ game I played was Civ 4. Anyways, I typically get all DLC's for games like this when I pick them up. That being said I've been watching some Let's Plays and a little bit confused on "Rule Sets". Is the Rise and Fall rule set basically the same as the base rule set with added features or does it change the base game and add it's own rules or what?

yes, each campagin, dlc and expansion may have its own rules (ex in Maccedon campaign, great general can be killed, or the Loyalty system is only available in R&F).
And yes, R&F is the newest ruleset by now.

So if someone played with the Rise and Fall ruleset would they be getting everything from the base game and then some extras, or does it takes away from the base game also?

R&F is an expansion which introduced many new game concept (more fun). Most player use this newest ruleset.

Rise and Fall is an expansion to the base game.
So it will include all major things from base game that Rise and fall didn't change to make it work better with new content.
If it changed in Rise & Fall you will have the updated version that make it work with all the new additions.
