Turn off Loyalty
I hate the loyalty option. I can't spread out properly without losing my cities to rebellion. I build all of the buildings under Entertainment complex, assign a governor, and use all of the policies that add loyalty and still I can't seem to keep cities that are more than 9 hexes away from me. Bread and Circuses works for a few turns but rebelion is right on its heels.

Is there a way to turn this off? I want to go back to pre-Rise and Fall civ.

You can turn off the entire DLC in the menu.

When creating a new game, in the advanced settings the top-right first option is rules set, change it from Rise & Fall to regular(?) rules set.

What size map do you play on? You may have better luck playing on a bigger map with fewer civs so that they get spread out more. The main cause of loyalty is when civs have more/bigger cities closer to your outlying city than you do. If you're capturing cities that are close to other cities you don't own then loyalty can be a problem. One thing you can do is keep a garrisoned unit there until loyalty gets manageable. At first when I started playing R&F I was having issues with loyalty but now it doesn't really come up unless I'm going dom and even then it's not as bad as when i first started.

i have to say this addition suck. but at least it's stop the Ai from speading in all direction for no reason. you would thaught but no they still do

There is actually a mod which disables it.
Just search in the workshop and you'll find it.

Large map 5 civs plus me (huge map lags too much). There is always at least three civs within 10 tiles of my capital making it difficult to grow. This last game I had 15 tiles of room but nowhere else to go without loyalty problems.

I actually got 20% off and had a $20 gift card from my nephew so it didn't cost me $30. I like some of the features of the dlc, just not the loyalty crap.

Check the workshop for mods to deal with the issues you dont like. There is a custom start distance mod that allows you to set the minimum distance that civs can be, there is a mod that turns loyalty off, there are many other great mods that make the game a lot better.

loyalty is a good addition. I guess you have not played much of civs otherwise you would recall the massive town hoping the AI use to do al the time and also, conquest is a little less easy street. But the other posters have given you your options. Ether you learn how to play the game better OR turn off the dlc OR cheat with some mods.
try to actually develop your cities a little, instead of just spreading out like a tumor.

I love it. Absorbing cities around me without firing a shot is great. And not even warmongering penalties.

9 tiles is the maximum distance that loyalty effects spread. A city on its own with no other city of yours within 9 tiles is going to struggle if there's any other civ's city within 9 tiles.

That's the way the game now works. There are lots of different ways to play, but "I put ten tiles between my cities just because" is not one of them, now.
