Can someone explain the 'Tortoise' promotion?

I really do not get the description of this promotion. When I promote my warrior with the Tortoise promotion does it get +10 combat strength when attack a ranged combat unit? In the description it says '+10 Combat Strength when defending against ranged attacks' which really confuses me since melee combat units don't get to attack back when getting attacked from a ranged attack.

Edit: I've been playing this game for some time and have never promoted any of my units with this promotion but always wondered how it works. Tried looking it up but can't find a clearer explantion than the description itself.

Combat strength isnt just attack strength, it is also defense strength. That promotion gives your warrior additional defense(takes less damage) when being attacked by ranged units.

Also gives defense from city ranged attacks as well. Makes melee really useful when attacking cities.

Note that it doesn't actually affect Siege type attacks from siege units and bombers.
