Report a translation problem
You can have a spy perform counterspy operation in any district. The spy will have a certain chance to catch enemy Spies operating in that district or adjacent districts.
Do you get any kind of notifications? I've never had this happen to me (either spies or lack of amenities) so I don't know, but for most things there's a notification you should receive to give you an idea what is causing it.
War weariness. Check the reports screen.
Domination was too easy before. That’s why they felt they had to change the gameplay. It’s still pretty easy when you combine military with loyalty, flipping cities as you expand. So you’re not constantly at war. Besides, ai still makes lucrative peace deals.
Try it a few more times, and maybe if a few different districts in case there are counterspies. If you run incite dissent in a neighborhood district and it totally succeeds, several barbarian rebels should appear around that city/district.
