Random leader bug

I know there are people who complain about the random civ option always giving them the same few rulers. My issue is that it will ONLY give me the last ruler I used, 100% of the time. I used Lautaro one game, my next game I got him on random and went with it. When I got him the next time I said screw this and went back and tried again. I tried 3 more times and got Luataro every time.

If you immediately hit restart do you get him again? Are you sure it is set to random leaders when you go through create a game?

Try wiping both seed numbers in advancd settings when you create a game.
