Why You Horses!
Exactly HOW... Do I Harvest Horses? I NEED HELP HERE!

You don't. Unless you use a mod that lets you harvest Strategic Resources, you can't remove them from the map.

So You Build Something On Them Or Just Have Them In Your Territory?

Only way without mods is to build a District or Wonder on top of them. It will force the resource to be harvested.

A pasture on a horse resource will generate horses/turn until your stockpiles are at capacity.

I Think That Isn't True. It Isn't Generating Any Horses. Just 1 For A Single Turn

That's how it works in Civ 6. Strategic resources essentially produce an unlimited quantity.

Your empire's supply of strategic resources is handled differently than in Civilization V. Now, each strategic resource tile only provides one of that resource, not many. This is the same for luxury resources as well. However, one resource is now enough to produce an unlimited quantity of the unit it unlocks! There is a catch, however: only specialty districts can produce the unit with that one improved tile's resource, and cities without the relevant specialty district will require 2 improved tiles of the resource to produce the unit.

I Think That Isn't True. It Isn't Generating Any Horses. Just 1 For A Single Turn

Do you have Gathering Storm? GS completely change how strategic resources work. If you don't have GS, you get only a copy of each horse tile you have improved. One copy let you build units that require horses in cities that have an encampment, two copies let you build on any city. Any extra copy above two is for trade and won't give you any benefits. In GS strategic resources are generated per turn and you pay strategic resources to produce, buy or upgrade units that require them. In GS, a improved horses tile will generate more than one (2 iirc) and it will be per turn. Without GS you get one copy and that's it.

It won't, you won't be able to build a district or wonder in a tile that have a strategic or luxury resource. They can't be harvested, ever. You can settle cities on top of strategic and luxuries resources, which will give you the resources as if it was improved. If a strategic resource is revealed under a district or wonder you already built, it will also give you that resource as if it was improved. The resources are never removed, only bonus resources and tile features are removed when you build a district or wonder on top of it. Removed, not harvested. You won't get any yields unless you harvest first with a builder.

The specific comment that was a reply to mentioned Districts and Wonders, not Improvements. Of course you can build the correct improvement on a resource. You cannot build a District or Wonder on one though. Unless a District or Wonder is there and the Resource is revealed later, it's impossible for them to be on the same tile.
