How does dominant culture work?
I've been getting messages that my culture is dominant over an AI on a domination only victory type. The info box says it pertains to a cultural victory. Is there any other bonus to being that influential? In civ 5 I remember cities could convert to your civ and vise versa. Does this still happen?

The message that you have become dominant over them simply means that you have more foreign tourists than that civ has domestic tourists. It confers no advantage, just an indicator that you're getting closer to cultural victory.

A city can lose loyalty and become a free city - like a city-state but it will then petition to join a civilization. (Added in R&F?) I'm guessing that it COULD be you if conditions warrant it.

In my current game Spain set up a city near me that went disloyal very quickly. Unfortunately Kongo was closer and they joined them. When I took out a large part of the Kongo, I took and liberated that city (helping me lower my war mongering penalty) For some reason though Spain was able keep them loyal this time. I was kinda hoping they'd rebel again as I now own all the cities that Kongo owned when they joined them.
