Neighborhoods, in plural
The first neighborhood I build I can choose between shopping mall and food market, but I get no such choice when I build a second neighborhood, in the same city. Also, the first one will give 3 housing, no matter the appeal, any others only give 1 housing.

Is this as intended, a bug, or a mod that screws up the game? I have a bunch of mods, so it's fully possible it's a mod that screws up, but I wanted to check before I try to figure out what mod could be responsible.

Neighborhoods go as high as +6. As for the add ons I know for a fact the mall is unique to a city not sure about the others.

I know they go as high as 6, but even a neighborhood built on a 6-slot only gives 3 housing.

Unless you have gremlins, then housing is -1

Special Neighborhood buildings are 1 per city and you have to choose, no matter how many Neighborhoods you build.

The amount of housing you're getting is borked. I've never run into such issues and I play without mods.

So, the first neighborhood you build decides if the rest also will be shopping mall or food market? I'm guessing it's a mod that sets the number to a static 3, and all other neighborhoods to 1 then?

No, you only get one shopping mall or food market per city. Not per neighborhood.

If you're only getting 1 housing per neighborhood then your game is broken. Neighborhoods give between 2 and 6 depending on appeal.
