I am not aware of any way to declare a joint war with more than two parties, or to invite more than one civ at a time to join an ongoing war. Of course you can invite multiple civs to join a war one-at-a-time once it has started, but diplomatically that isn't quite the same since some of the civs must commit to the war before others must decide.
- The civ you're at war with, and the civ you're asking to join, must be in contact with each other.
- The civ you're at war with, and the civ you're asking to join, must not be friends, allies, or have recently signed peace with each other (ten turns on standard speed).
- You, and possibly also the civ you're asking to join, must have researched the Foreign Trade civic.
And that's it. You can see your rivals' relations with each other in the diplomacy screen, so most of this is easy to check.
