Wonder refunder?
Just lost out on the race to build Huey and I see that I can build a holy site in the city that was trying in a single turn. Yet, the city also has a spot suitable for the Potala Palace but it shows that it would take 40+ turns. That's about the same as another of my cities that hasn't just lost out on a wonder.

I'm guessing that the production refunded for a "missed" wonder can't be used to build another wonder. Is that correct?

Refunded production is automatically applied to any new construction in the same city, including wonders. The amount of production needed to complete a holy site in one turn might only shave a few turns off of a wonder, since the wonder takes so much more production to complete. If this city happens to have a slightly lower production output than your other cities then the total time to complete the new wonder with the refunded production might be about the same as in your other cities.

Lost another race to build a wonder and it made me wonder... Is all of the city's production salvaged? or just some percentage? Is that documented somewhere?

The AI works with the exact same game rules as any other player.
The bonuses they get on higher levels are documented, and are purely percentage bonuses for their yields.

I believe the salvage is a procentage. That would be in line with previous iterations of Civ. It is probably documented in the sense that you can find a mult setting or something in one of the files. Whether or not someone has already done that work for you, I don't know, but if you set your savegame settings to every turn, it probably would take very little work to calculate and verify it for yourself.

IIRC it salvage 50%. You can find the correct percentage in the patch note of the patch that introduced that mechanic (it used to lose all production). Idk if it's registered in the game but if it's, I guess it would be in the Civlopedia page for wonders.
