All districts and wonders are permanent.
Had the same attitude as you then hit about the 100 hour mark and downloaded CQUI. Never went back... Eventually, when you've just had it with the UI, remember this comment.

couple of things.
first, your initial question did not mention "without mods".. ie: "without mods, can i cancel a district under construction". i was only trying to offer a solution to your general question, which this mod does. and the base game does not. probably on purpose to make your placement choices part of the game, to "matter". i don't use the mod i posted for that reason.
second, the "purist" play, while understandable, can be argued (acceptable) with many mods. keep in mind, that many mods can be used by both the player and the ai as well. not saying the ai will remove a placed district (something this mod allows), but mods that adjust great wonders, resources, units, trade.. ect. usually effect ai bonuses as well. example.. gold resource, that is part of the outback scenario but not included in main game. if modded into main game both player and ai can utilize that resource for all benefits modded.
lastly.. the workshop is a steam mod resource that has been approved by firaxis. infact, there are a few mods directly created by developers who work on civ 6, one a reskin mod that makes civ 6 look like civ 5 (more realistic over cartoony) as per interest and request.

modified and player created maps are considered "mods" and firaxis has included a simplified map creation tool with the last update. so players can create and share maps with the community.
sometimes updates can break mechanics, and due to the typical cycle time of firaxis to patch things, mods can be created to "patch the patch" until firaxis get to it.
point is, there are many reasons why mods are helpful (sometimes critical), and forgivable by purists. they allow for better play or more in game information to help with decisions like district placement, and a big part of what makes civ 6 and 5 even better to play or give those games longevity come from mod offerings.
