Report a translation problem
As for antiquity sites, once you know it is there then no, you are going to have to excavate it. I don't know if anyone has created a mod that would allow you to build a district on an antiquity site but I would think it could be done.
If I am not playing cultural I usually go quite deep into other areas of the culture tree so don't get to see antiquity sites until after my core cities have built the key districts they need. I generally try and build a couple of theatre squares in all my games if I can, one for an art museum and one for an archaeological museum. Also, I play exclusively for domination so I end up capturing archaeological museums and usually have enough free slots to be able to excavate the sites I really want to put something else on.
