No. They did some big changes to pantheons in the last patch, it seems that it broke the tutorial. Just skip the tutorial and play a normal game.

You can. Just watch a you-tube video. I suggest one by Quill18. You'll learn a lot
The new june update 2019 seemed great on paper. However it too is just as broke as the rest of the game.
I'll either go back to realism invictus (civ 4) or vox populi (civ 5)
I love the ideas of districts in civ 6, but the game itself will likely never be fixed. And poor modders for civ 6! I turned off all mods and tried the update, still broke. I restarted 20 times in last 3 hours with 3 different civs. Finally won with Canada, but not a true win. I was so far ahead on immortal, because the AI kept trading to me highly in my favor. But end game kept taking forever each turn.
And the AI city spam is relentless, as are barbarians.
One game my second turn i received a 1000 year drought and couldn't grow my population. By turn 10 i was surrounded by several barbarians. They spawned every 2 to 5 turns and actually walked past a city state and another AI civilization just to surround my north tundra little capital.
City state units would routinely come into my territory and block my paths so i couldn't even move my own units in my own territory. And the combat! Wow, the AI just can't play the game at all.
It's been three years!
Civ 4 still stands the tallest, despite stacks of doom. (mods such as realism invictus fix the stacks of doom by the way) In any case, still a general civ fan, but civ 6 , even though great mechanics and ideas, seems inherently broken.
You have to plan for expansion. Grab premium plots early. You should have about 3 cites by the time you secure a religion. Space them far enough apart to absorb opponents if they try to settle in your sphere of influence but close enough to support each other. This works on immortal standard size maps. I rarely play other types but probably have to adjust to size. Also, declare surprise war if they wander close with a settler if still in early game (ancient or classical)
Maybe it's system-dependent? Or only specific Civs / maps that I never played?
The problem is perception. If you start playing something with a preconception that everything is broken and bad, everything will seem broken and bad. There still improvements to be made and bugs to be fixed, like in any other game, but Civ VI is in a pretty good state right now.
I certainly understand how to play the game, and agree with your advice. Is good advice, so hope I don't sound defensive :) But the issue is not my competence!
It has absolutely ZERO to do with style of play. They were bugs. Doesn't matter now though. I got a refund and went back to Civ5. Maybe I'll pick it up at a later date.

To be fair, I did find some mod folders that I did not delete before reinstalling after june update. So after reading up more, this particular complaint is likely due to my mods I never cleaned up.
