IMO, air units were broken. They fixed some of the issues and imbalances and broke other stuff with air units in the process.
I played more and the incoming jet attacks are not being harmed by my SAM and not being intercepted by my jets that are deployed within 6 tiles. For some reason jets can directly attack my SAM even if it is with a modern armor unit. This defeats the entire purpose if it can just be attacked directly. In addition, it will only attack if it directly is attacked. I'm also only playing on vanilla without expansions.
The AI never seemed to build SAM's but the answer, if there was a problem, was not to make the SAM useless.
I am on the base game with no expansions so I am not sure whether R&F or GS make any further changes but I do not think so.
They also nerfed the ability of naval units to deal with incoming air attacks. Before the update a destroyer or missile cruiser armada with several others adjacent would reliably shoot down 6-8 attacking jet bombers before being sunk. Now 3 or 4 jet fighters are enough to destroy any naval unit and won't even lose any of their number. In the last domination game I was only able to make any significant use of battleships, even armadas of which can be sunk by a handful of fighters, because I was playing as Brazil and the Minas Gerais unit was just strong enough to survive a couple of attacks by fighters.
On land SAM's are useless. The only places you can put any units without enemy air units destroying them immediately are in cities and in encampments. So the way to defeat an enemy with a strong airforce is to only build cavalry/helicopters and ignore any other types of land unit then you simply bomb the AI cities until their defences are reduced to zero, send in a cavalry/helicopter army to capture the city and move on to the next one. Ridiculously easy because the AI does not deploy fighters/jet fighters in defence any longer.
