Coal mine required or does lumber mill over forest / coal provide same benefit?
Greetings - A mine provides the coal resource. Normally, I clear the lumber mill and then add a mine. But looking closer, the lumber mill may be sufficient. Can anyone correct / confirm?

You definitely need a coal mine, the lumber mill will NOT get you the resource per turn.

The exception is when you have already built a district or wonder on a tile and then later reveal a resource. In this case you DO receive the resource per turn.
Note that you can build a coal mine in forest, without needing to remove the forest. (So you have to remove the lumber mill, in your example, but then can place the mine without also needing to remove the forest itself.)

Same goes for rainforest, and other resources that are mined, along with oil regarding marshes.
