Do I need Rise & Fall or just Gathering Storm?
Does GS contain R&F features? Or I need to buy both to get governors, dark ages etc?

Gathering Storm contains all game mechanics of Rise and Fall, meaning it has dark ages (epochs), governors, loyalty, as well as the expected Gathering Storm content.

It does not have the small side content of Rise and Fall, namely a few natural/world wonders, and a few civs.

In my opinion there is literally no reason to buy Rise and Fall unless it's dirt cheap or you value natural/world wonders/civs at a value of more than $1 each, which I wouldn't put above a nickel each personally. As of the release of gathering storm, rise and fall is a waste of money by my opinion.

GS contains all R+F features. Buying R+F as well will only give you civs, wonders, and scenarios.

if you play mulitplayer you can´t join lobbies which have all DLCs.

if you play online singleplayer then GS is enough to enjoy the game

I have to point out that I seem to have hit a bug with multiplayer and running gathering storm without rise and fall. I went through everything making sure there were no mods installed and did what I needed to in the documents folder, and every single time, I would still get an error that mods aren't loading properly when starting a game. Civ labels DLC as "additional content" all the same as mods, so that's why I believe this is a bug of some kind. I have yet to reinstall the whole game and that seems to be the only thing left to try. I say this here for anyone in the future looking to get gathering storm without rise and fall - you might run into many an issue with multiplayer.

I can confirm that it DOES work in multiplayer, but I ended up having to reinstall my whole game.

Can you play rise and fall civs in non rise and fall games?

If you don't have Rise and Fall, you can't play as Rise and Fall civs.

The game will not allow you to select a Rise and Fall civ if you are using the standard ruleset. You can use any civ from Rise and Fall using the Rise and Fall or Gathering Storm rulesets.

If you just buy GS, can you select the R&F rule set when you set up the game? (I doubt, it, that's why I bought both when they were on sale cheap. I'm enjoying R&F and haven't played GS yet) If I'm wrong, I probably wasted $10, but I've wasted more than that before ;)
