I don't play multiplayer myself, so I can't say for sure. My guess would be that most people playing multiplayer are playing with all the DLC, however you may want to see if someone who knows from personal experience can give you a more trustworthy answer.
Civ 5 is still probably the better game overall but VI isn't bad, even without DLC.
If you want to get real bang for your buck, I would look into Civ V to get a start with this franchise. That should be discounted much and often now, and then go search the Internet for "Civ V Vox Populi". That's a totally free, community-made upgrade to that game that makes Civ V truly great. Did I say that it's free? It's really such a steal!
Civ 6 isn't for everybody. The art style is off-putting, and the AI is better in CIV 5 still. That being said, Civ 6 is newer, has newer graphics, and some neat addition to the mechanics. Being new to the series, all the mechanics will be new, so I don't think you'd gain much from those additions.
Honestly, I'd say go for Civ 5 currently. As it stands its a better game, and a great way to start the Civ franchise.
