If you aren't sure which resolution will win the vote then you can use your diplomatic favor to buy more votes to try to increase the chance that your prediction will be correct. This is a sound tactic, but do try to save as much favor as you can for later. You will need it for when you have to outvote resolutions that attempt to remove your Diplomatic Points; winning those votes is key to (diplomatic) victory, and being nice won't guarantee that people don't vote against you.
