What does the "Tuner" option do?
Does anyone know what I can do with that`?

If you enable that you disable achievements.

But it enables you to connect the Tuner (part of the development tools) to the game and monitor from there and change your game from the Tuner.

The Tuner is a development tool that allows you to manipulate your game to test specific scenario's. This is very useful for testing if your mod works as intended and how the AI handles it.

Thanks for the answer!! How do I get this tuner thing? I activated it but nothing happens

It's part of the mod tools.
