Build ships
Do I have to build a city next to an ocean to be able to build ships?
Can't I build the city a little bit in from the ocean and then purchase tiles and build a shipyard?
Does that allow me to build ships?

Yes you can build a harbor district even if your city is inland. However you get a gold adjacency bonus if your city and harbor are next to each other.

It's best to build the city on a coast and have the harbor adjacent to it, but if you really want the city to be more inland, it is a good idea.

Only if you build a harbor on a coastal hex. The harbor allows you to build ships there. See Tommy Cooker's post above.

As the others have said, you just need a Harbour district in that city and you'll be fine.

That said, it does have its limits - a city on the coast with a harbour lets you buy 2 ships a turn (because one spawns in the harbour and one in the city), while a landlocked city with a harbour can only be used to purchase 1 per turn
