2 * 1 = 2
2 * 2 = 2
2 * 3 = 2
In Civ 5 they had to be used as bait to level up. Which was ludicrous.
It's not hard to get their capacity up.
it doesn not seem to make sense to build fleets/armadas with carriers, only regular offensive units.
Unless I'm mistaken, they also get a better defence value.
Btw merging them is worthwhile as it increases the units strength which is vitial for defending it vs attacks. I also use carriers to finish off damaged units and captured cities to level them up
