ghandi has always been an ongoing joke in civ. In civ 1 it was because he was so friendly his friendliness rate overflowed into negative and he would suddenly declare war. In civ 6 its because his hidden agenda is that he will use nukes automatically without considering the consequences. IE if ghandi builds a nuke someone is getting a bomb in their face.

Otherwise ghandi only tends to declare war on people who declare war. Which is preety much everyone.

I dont know if its 100% but he often gets "Nuke happy" as his hidden agenda and im preety sure other civs do not get that hidden agenda. I havnt looked for it but I've never seen ghandi without it.

I've seen pericles have nuke happy as a hidden agenda. I think they are variable, but with different probabilities for each leader.

Hidden agenda is variable... for everyone except Gandhi. He always gets "nuke happy", but other leaders can get it as well. This makes them want nukes, like people who have nukes, and if they are at war and have a nuke, they will use it without any consideration for the fact that people might not like people for using nukes.

Ghandhi is always pleased that you use Nuclear Weapons to project power +6 but it is always counteracted by a -6 for the same reason. So basically that Diplomatic Trait is completely useless.
