Come on, the Aztec (also Native Americans) have been in every single Civ game, and although I agree with you that I would love to see more native american tribes represented in the game, they're hardly comparable to the influence African, Asian, European and South/Central American civs had in the world. So with only 19 Civs to start with, it's only logical that some are left out. I do hope they're added later, but I also hope more European ones are added, and more African ones, and other more tribal societies of the world.
Then there's the matter of defining a "Civilization" which I do think North American tribes constitute as, but they don't make the cut by much... at least not if you take this definition [www.dictionary.com].
Some of the way they start a city in Civ 5 is in this game, Russia, under Peter. But no ones scouts quite match up to the Civ 5 version of them.

Civ VI started with 3 American civs. One of them is native.

Naw, everyone has thier thoughts on what is and what wasn't. I did it for a living, but even then, we (I) enjoyed arguing over the major and minor points of prehistory. I was contract Archeaology, I was the *♥♥♥♥, I did it for the money, different state, differant week, year round.
Always get excited when a game brings in "Archeaology", but not a one handled it close to the real deal.
I got kinda close with some Native American elders, through the course of my thoughts and endevors. I think it safe to say we all cry for the loose, the forgotten, for all sides.
