You also need a serious Wonder building engine.
They could really use a secondary ability, like a culture bomb to expand borders from Civ 4 or huge bonus to culture a la 5.
yep. I go for culture victory alot and always end up with them everywhere. I find myself just deleting alot of them now lol.
The only way this can happen is if you are playing a culture game at Prince or lower diff, and/or have few opponents who are none of the culture opponents. I had a game with Russia where I had 7 cities, cathedrals, both those wonders, and I had zero idle culture people. I lost a few writers here and there to Kongo and France beat me to an artist. That was on King difficulty, small world, ancient start, 7 opponents.
I also got the "buy culture buildings with faith" religious tenet. That helps a lot.
I was playing at King level, small map, all default settings. Gandhi was also going for a culture game, that's probably why he declared war on me in the late game (that was really stupid of him)
