But i'm assuming you're placing the mods in the \Documents\My Games\Sid Meier's Civilization VI\Mods\ folder. Then when you run civ you can enable them under the mods options.
As for the replacing base files, i've never heard of a mod requiring that. If you've done that i'd honestly delete and reinstall the game to make sure it's a clean install. Mods should as far as i know, only go into the mod folder. Some may also try and use the DLC folder to make it work, but they should be very very rare now.
go to follow use open documents/my games/sid meier's civilization VI, and write this folder a name ' Mod' so copy and take of destroy paste to "mod" working
