Commando promotion
Can someone explain the commando upgrade? What does scaling walls do?

Does it say scaling walls? not cliffs? In german it's translated to cliffs. Which means you can go into the water or land through cliffs.

Yup what Fxlei said. Normally units cannot attack from the water over a cliff tile, they have to go around. That promotion allows them to ignore that rule.

What about city walls, can a commando climb over them? That's a big problem with musketmen.

No, they can't. City walls aren't an obstacle like cliffs. They are completely different.
