Do you need to actually work the tile to get the bonus tourism?

No, you don't. In most cases it works anyhow, because of the 5 gold you earn with it :)

Putting a resort on an overspill tile that's not in range of a city does not procude tourism. Only resorts which I forced a city to work procuded tourism.

Perfect, thank you! I also just played a game where I was high on tourism, and I noticed the tile being workable and changing its animation (loving that attention to detail btw) so it only seems logical you need to work it for it to be active. Bring out those towels people!

? I'm sorry I don't get your remark. I was referring to the towels you see when it's active. They vanish when it's inactive.
