What did you want a mod to do?
Your citizens cant work a tile 4 hexes out.
Well this is how I viewed it in civ 5 anyway as we got the notifications the enemies were on our lands. So we could react in time most times before they pillaged an improvement.
What I always did (and still do here) is just build forests on those tiles to slow the enemies down somewhat.
Also another reason they let us have some extra tiles is so that if we build another city in that direction later on you will have a lot of the tiles already unlocked and ready to be worked.
if i could work those 2 tile witxch are 4 tile aways from my city i would be happier. the rest of the area is hill , water or snow. and tundra of course their no way ill go put a city in the snow just to be able to use those 2 fish plot but that city couyld really use them
besides, this is not civ5. there is no punishment for founding cities in civ 6. if you want to work those tiles, you can just plop down additional cities in those areas.
