Expand Max City Tiles
This needs to be a thing.
3x tiles from City, ok. But your borders keep expanding. You have land that will grant you additional resources, but you cannot actually use that land. You cannot put [useful] farms on it or otherwise.

There a mod in the works for this?

You misunderstand what I mean, or I suck at explanations.
Your citizens cant work a tile 4 hexes out.

The reasoning for this imo has always been to give you a bit of a warning when enemies come into your territory before they can actually start to destroy your improvements.

Well this is how I viewed it in civ 5 anyway as we got the notifications the enemies were on our lands. So we could react in time most times before they pillaged an improvement.

What I always did (and still do here) is just build forests on those tiles to slow the enemies down somewhat.

Also another reason they let us have some extra tiles is so that if we build another city in that direction later on you will have a lot of the tiles already unlocked and ready to be worked.

I fully agree with OP. Im playing at russia right now im in a tundra area and thier those 2 plot of fish id like to have but their just a little bit to far to reach so my city not growing really well.

if i could work those 2 tile witxch are 4 tile aways from my city i would be happier. the rest of the area is hill , water or snow. and tundra of course their no way ill go put a city in the snow just to be able to use those 2 fish plot but that city couyld really use them

It also stops you from having "holes" in your territory, when you are trying to space cities wide - if you want non-overlapping city control, you can't always place them perfectly to leave no tiles unreached. Those holes would also be available for other civs to drop a settler in. So your territory expands a bit further than you can fully use, and holes are prevented.

you can still use strategic and luxury resources in those tiles and i guess the farm adjacency bonuses don't care if the farms are inside the workable range. so farms on the "4th ring" can't be worked, but they probably still buff the farms on the 3rd ring which can be worked. same for other adjacency bonuses. mines or resource tiles on the "4th" ring will boost an adjacent industrial zone built on the 3rd ring.

besides, this is not civ5. there is no punishment for founding cities in civ 6. if you want to work those tiles, you can just plop down additional cities in those areas.
