Question about the "Great Zimbabwe" wonder
To quote the Civ VI wiki:

So my question is this. How is "city's territory" defined in this context? Is it within three tiles of your city center? Or is it just within your city's cultural border?

I ask because I play very tall cities, and they have a maximum cultural expansion of five tiles out from the city center, but you can only actually build things like districts and wonders within three tiles.

Annoyingly, different rules are in place for the exact same definition of "city's territory" in this game. Some effects work within 3 tiles, while others work within 5 tiles.

Can anyone enlighten me?

All tiles that are available to be worked by that specific city

One of my favorite wonders, and the AI's almost never build it because it takes some planning.

When you go into a city and either choose to buy tiles or assign citizens to work tiles, places inside the city's specific territory will be light while those outside will be dark. If you have another city nearby it's likely some of your nearby spaces will be dark because the neighbour owns them.

But your cultural borders can expand up to 5 tiles away. I play a lot of one city challenges to know this. And no, I am not talking about other cities' tiles. I know tiles can overlap. To me, territory should be always defined as "inside your cultural borders."
