That being said, unless I know a map is going to get me access to a third of the cities from the sea, I don't bother with a huge navy. Their "AI improvements' to get them to build navies in the last patch were minimal at best, sure tehy build more boats, but I've yet to see them competently set up a naval conquest of a city, or even try to pillage a juicy target like any of my coastal cities as Indonesia.
Having a navy or an airforce still feels like kicking a puppy.
After that, it's way easier to set up a line of frigates/battleships controlling my watery borders.
Personally I think it suits Germany best (and of course Norway), as they can spare a military policy for navy, already have a high production (with industrial districts everywhere).. and they even get a unique naval unit with the U-Boat.
This is correct, you can pop out complete Fleets or Armadas.
