I don't understand Cyrus' Agenda.

This is something that bothers me, a lot. Cyrus loves Surprise wars, hates civs who don't declare surprise wars, but will still denounce you as a warmonger. These two things seem to be at odds with each other then it comes to the AI.
You don't get this problem with Alexander or Gorgo, so why Cyrus?

Welcome to Civ VI. Gandhi would beg you to declare a joint war on someone, then as soon as you do, he would denouce you as a warmonger.

Agenda's work well in theory I guess, but they were implemented badly here.

Ah, yes, Gandhi. he's an easy fix, too. All they'd need to do is specifically make him only declare Liberation and Protectorate Wars until he has nuclear weapons.
