Report a translation problem
A major civ is any of the 27 civs that you are able to play as. So when you're looking at the advanced game set up you can toggle the number of CS on the map and the number of AI players on the map separately.
You can not choose which CS spawn on the map but you can pick which ai civs you play against. Or let them randomize
So in true start, 12 CS and all AI leaders toggled on the map can get pretty crowded. I'll just limit the number of civ AI and since its true start and the whole world is there i can make some of the leaders from the Americas and Far East Asia and Russia to spread them out.
