Report a translation problem
As for the envoys, I would assume so. I haven't really paid attention to that though.
I forgot to track the envoys. I assume it does because I was suzerain of almost everyone by the end of the game. lol (whatever map size with 8 civs, on settler, online-250 turns) I owned 16-cities when it was over. I took 5 civs capitals and a few extra cities on the way.
If you can, clear a hex and try again.
Wow... you place your cities very close together. Ever hear of the 6 hex idea? Each City will eventually use three hexes in each direction.
So... you count to the Sixth hex away from an existing City to place a new City.
Your envoys you earn are just pooled together and can be used at any time.
Cities don't have to be 6 tiles apart. Placing them at the minimum 5 tiles apart is actually better for building wonders like Coliseum and regional buildings like entertainment centers and industrial zones. Especially when building German hansas. You want those cities to be 5 tiles apart to get the most out of your commercial/hansa adjacencies. Japan can do something similar as well.
Besides the likelihood of your city getting to pop 36 to work every single tile in the 3 tile radius is very slim. Even if you managed to do so you would still want to assign some citizens to work in your Districts.
Could they not be cleared and an Acropolis placed there?
BladeSe7en is correct, Civ 6 has improvements that can be shared by cities so the 6 hex rule does not apply.

I completed the game a few turn after this post. I never placed an Acropolis in Rome, if that is what you mean.
