Report a translation problem
Try restarting the steam client.
If that doesn't work, try un-ticking and re-ticking the "installed" checkbox of the DLC on the library page, and un-subscribing then re-subscribing to the mods.
If that doesn't work, try deleting the file Mods.sqlite in Documents/My Games/Sid Mier's Civilization VI. That should force all mods you're subscribed to to re-download.
On top of that, the "saved configuration" functionalities are gone.
Note: One of my saved configurations had the 2 missing mods but the other one didn't.

This also fixed another issue I was having where trying to load a "Multiplatform Cloud" save from another computer (also OS X) would say I was missing all of the DLCs, even though when I actually play the DLCs are all available.
