In return those workers can make districts for you.. and because you make districts using workers instead of the actual cost.. it's insanely cheap for you no matter how many cities you obtain (which usually would dramatically increase the cost of districts per district you have in comparison).
Aztec is pretty sound for fun gameplay at the start and efficient warmongering later on.

Thats not exactly right. The eagle warrior does have a chance to turn a defeated unit into a builder for your civ but it doesnt happen on each kill as you say it does. It happens about 1/3 of the time.
Not for domination. Culture, yes. The buff to French espionage is fantastic cos you can get in game earlier than anyone else then use your master spies to thwart all your opponents science victories.
I've rarely ever seen an AI go for a cultural win. Worse since Summer 17 patch.
Take her before she can move her first settler. (She is landlocked.)
Actually it's 2/3's of the time I beleive.. and it certainly feels like it (as the game may not be accurate)
But you certainly can use them to farm workers.. if you are strategic enough to keep them from dying.
Also if you're mass conquering you'll find yourself dragged down with how slow making districts for example will be for each city, just to build them up.
Aztecs is the only civ that can solve that problem by ignoring the district cost.. not just halving it or something.
I forgot about Sumeria. But as of Summer '17 patch alliances are hard which makes playing Gilgamesh RN a little tougher
